FEMH's Telemedicine Service for the Offshore Lienchiang County

FEMH has been offering the dermatology, ophthalmology and metabolism specializations to Lienchiang County as well as Shiding and Wanli Districts in New Taipei City through telemedicine. This seamless provision is made possible through a connected interface of the registration, diagnosis and medical record system; availability of advanced medical instruments such as the dermatoscope and ophthalmoscope; the 5G telemedicine app, which is in full compliance with the U.S. Health Insurance Portability and Accountability Act (HIPPA). FEMH transcends the time and space barriers to provide quality and timely medical services for the offshore and remote areas. In the meantime, the hospital has also provided training opportunities for the local healthcare workers.

Po-Chang Lee, Director General of the National Health Insurance Administration, visited Lienchang County Hospital during a telemedicine appointment provided by the dermatology department of FEMH. Director General Lee experienced firsthand the high-standard one-stop medical service, provided with ensured cyber security and efficiency. He gave high remarks on the accessibility of this telemedicine service. For patients with chronic illnesses, the service facilitates return visits and follow-ups with regular doctors.

To alleviate the problem of scarce medical resources in the offshore and remote areas, specialists from the surgery department of FEMH establish long-term residency at the Lienchang County Hospital. The dermatology department also provides teleconsultation with regular dermatologists at regular hours, during which dermatoscopy can be performed. Since 2021, a total of 115 teleconsultation sessions have been provided for the residents of the Matsu Islands to address their dermatological issues and needs for regular medical appointments. Telemedicine provides a low-cost and efficient alternative to address the need for local medical specialists. For this service, FEMH has been recognized by the National Health Insurance Administration with the certificate for excellence in telemedicine payment plan.
